This sounds like you might have a problem with your ActivePerl installation. You might want to reinstall or bring this up on the ActivePerl mailing lists. In the meantime, I'll send you a zipped copy of what I have in my YAPE directory. Just drop it into c:\perl\site\lib and see if that works better.
