Following command works fine.

 use File::Copy::Recursive qw(dircopy);
  dircopy($source, $target);

Or better yet:

  use File::Copy::Recursive qw(dircopy);
  dircopy($source, $target);

Then you don't have to rely on how windows decides to do a copy, which 
appears to be the problem, plus it's 100% portable...
