No the script is in  C:/Program Files/Apache Software
Foundation/Apache2.2/cgi-bin.

Did you say that the script was in
C:\Program Files\Apache Software Foundation\Apache2.2\bin.

A wild stab in the dark but could the script work if it were in 

C:/Program Files/Apache Software Foundation/Apache2.2/cgi-bin
