I can understand where you're coming from, but most public mailing lists go through the problem all the time: there's a slippery slope involved about the topic of the list. If you let people post anything, they will. Personally, I have no idea *how* Cygwin relates to a Perl Beginners list and though a Cygwin beginner might not discriminate, the simple fact is that trying to keep a list focused on the topic can be *hard*.
