You seem to be trying to install version 0.09 of a module. Version numbers below 1.0 are pre-releases, by convention, and may not be finished. Have you read that module's README file? http://search.cpan.org/src/OESI/OpenSSL-0.09/README I'm not sure what you're trying to do, but there may be a better module available on CPAN.
