Installation of XCode *and* removing the CPAN configuration file
* sudo rm /System/Library/Perl/5.8.6/CPAN/Config.pm
did the trick.
I'm now back in business.!!

You have to download and install that toolset to get the compiler
and libraries. They do not come installed natively on the make.
