Go to the software preferences: At the left panel select "Code Intelligence"
and check the settings there (ensure that auto-completion is turned on
generally).
Now when you create a new file from scratch, ensure that you use File menu,
"New" and then select the matching language. It won't auto-complete when you
mistakenly just create an empty text file.
This may happen easily when clicking at the "New file" button without having
set a default file type being created. You can change the default file type by
opening the software preferences again, changing the appropriate settings at
the section "New Files" to "Perl" as default language.
