If use IP as keys, ID as values, then do:
my %hash;
while(<INFO>) {
my ($id, undef, $ip) = split/\|/;
$id =~ s/^\s+|\s+$//g;
$ip =~ s/^\s+|\s+$//g;
push @{$hash{$ip}},$id;
}
