Last night Sayamindu Dasgupta uploaded a tar.bz2 file:
http://sayamindu.randomink.org/icu.tar.bz2
that i downloaded and exploded within the 'program' directory of the root 
directory of the OOo installation, which on my SuSE 9.2 system 
is /opt/openoffice.org2.0, and so the directory 
is /opt/openoffice.org2.0/program, and this replaced all the relevant 
existing *libicu* files in that directory.

And this solved, thanks to Dasgupta all the 'ba' (ব) and 'matra' (মাত্রা) 
worries on my part. All the 'ba'-conjoined characters are coming as they 
should, at least in Soliman Lipi, the font i use. And the 'matra' is behaving 
as it should, that is, absent in case of the starting 'e-kar' (ে) of a word. 
The very big ODT file that was showing mangled characters after i upgraded to 
OOo 2.0 is now showing everything OK.
