which Eben Moglen was scheduled to attend but did not make it in time.

A significant number of "new" deployments in WB which fall under the
purview of the National E-Governance Plan [1] would be rolled out on
FOSS based software solutions with the mandate of using Open Standards
and Open Architecture. Already there are pilot projects under the
Panchayat & Rural Development, Land Records, Road Transport and
Employment Exchange. Most of the pilots are either classical 2-tier or a
SOA based architecture. There is a large desktop user base (off hand
projections are around 100,000 in the coming 6 months).

* Training of System Administrators/Desktop Administrators
* Managing Desktops
* Innovating on hardware for areas where the following conditions apply
        o Low/fluctuating power supply
        o Lack of bandwidth and usage of alternate connectivity methods
* Content generation
