I think, Yes!

Given Mediawiki is a free software, one can configure appropriately
to suit the above need.

However, I think we can use the existing site

 http://bn.wiktionary.org

for the purpose.  We can fetch the entries periodically from it. These
entries then can be edited appropriately  to have a sort of
"Bengalinux Edition" of the dictionary.

Now let me be little cynical.  The main problem towards
having a free digital dictionary for Bengali,  is the lack of enough
person to do data entry job. I don't really see any short-cut
for this task.

In fact, lately I have been thinking of trying to do some kind of
fund-raising to employ some data-entry operators for the
purpose.

You have mentioned that one can use OCR method,
so let me ask you about it. Is there any available Bengali dictionary
whose copyright has expired?
