Improving cluster usage through backfill works as long as users take care of specifying accurate information about their jobs; f.e. if the max job runtime is set to 24h and users specify a runtime of 24h for all their jobs out of habit or ignorance although their jobs don't require more than f.e. 16h then backfill doesn't provide much value. The admin who tries to maximize the usage figures has no chance of achieving his/her goals if the users don't play the same game...

Are there any scheduling tools to keep track of a user's accuracy in specifying job runtime and adding this info similar to fairshare in priority calculations ?
