Let me try again -- I didn't have my plain text option working. I would hope owners and breeders will try and input their dogs/litters in Bernergarde directly. You are able to do so now, I just don't know what the turn around time is for seeing online since I do not know replication schedule. I would think OFA prelims could be input by the owner you just would not have an offical OFA # but you could say OFA Prelims, grade given and then age of evaluation (i.e. 12 mos.)
BTW there are quite a few breeders who do breed "FAIR" hips and I've seen some studs that were never checked later at 2 years with OFA just the 12 month ratings through GDC.
