Do they both have the same IT Policy Applied?
The setting on the device would be:
Messages > Options > Email Settings > Enable HTML Email = Yes

You might also try resending the service books from BES.

I have 2 users with a 8320 (4.5) - one can view images that are sent in
the email - the other user cant not - 
Is there a setting in the bb that I may be missing?
I cant seem to find the difference in these 2 bbs -
