Correct... network time is UTC... and the time zone setting on the device will 
do the offset.
When physically changing time zones, the user will need to manually adjust the 
time zone setting on the handheld, and then manually change it back when they 
return.

Time Zone will not adjust automatically.

Our Verizon BBs are set to use network time.  I would think that means
that getting off a plane in a different time zone means that network
time is for zone of the local cell tower.  Apparently not the case.  

Users report that when they manually change their time zone their
appointments are shifted appropriately, but not shifted back when they
manually change them back upon return.

Is network time just UTC time and the phone is individually set for an
offset?  I guess that would mean that the offset would have to be
changed by the user instead of the network.
