Our idea on this is we don't want any email going to his POP as we cant
have Government emails sitting on their exchange.  So it would need to
go through our Exchange...So it seems like the later correct?

Out *to* his pop or just showing the smtp from address as his pop? If
the later and you're on exchange this is easily done with recipient
policies and changing his default smtp address as the pop address.

That's the quandary. He wants everything outgoing to his pop. Totally

If I read it right its a "tax dollars" bb (I read govt owned)that they
want pop on and work exch forwarded to that pop acct.

Seems it would be the opposite - that they want a way to get personal
pop on a restricted gov'. Exch enterprise restricted bb.....but that
didn't look like the q to me.....
