Its probably a service issue causing it, try restarting the services Jason 
stated, we leave them blank as well when activating our devices. Mine activated 
fine. With it blank

Check your sync and policy service and make sure they are running. When i have 
issues with activation i restart those services and activations seem to go 
through much better
