On the 4.1.x BES, there is an upgrade tab - check for a wireless upgrade admin guide - explains it pretty well.
Basically, in the case of the Bold, the device has to be at one of the carrier supported OS versions in order to be a candidate for wireless upgrade. Some have updated to leaked versions which are not valid for upgrade from. The Software Upgrade True attribute indicates candidates.
