Everytime I added a new application to the whitelist it remove applications from people's devices and required each user to reinstall their software. In 4.1.x unknown app policy doesn't exist, but you simply define the first line in a software config as having an app control policy set to disallow and then set each app you want in the software config to either optional or required and it'll be allowed nthe device.
