I'm thinking you need to go through your carrier to get to RIM to get to your 
BES.  Probably no difference.

Hi all we use is it possible to set IT policy thus when users connect to the 
internet they can download as much data as they want from Blackberry server and 
avoid costly charges from ISP. We do have data packs - think 1g-but the ops 
manager advised this was possible. I thought using BB desktop manager would 
allow me to use my handheld to tether as modem which it did but I downloaded 
more than my allowance of 1gb and course has a $1000+ bill !
