You mean even if draft explicitly prohibits it or you mean if the draft is
loose and does not prohibit it ?

For the former I guess you could just drop it. For the latter - if such
behaviour is intended and legitimate - yes there needs to be some ordering.

 And that is not so much my preference ... just trying to simplify things
which perhaps only accidentally could get complex.
