I remember it will invite troubles if installing J under program
files on win-vista. Not sure how well it will be under win7 or
win8.  May be you can try turning off UAC or starting
jconsole using run as adminitrator.

For linux, I isntall J under my home directory.  You may try
create a symlink if you want to allow other users to use j
installed under your home.
