My fault: I ran "install 'jqt'" rather than "install 'qtide'". (An forgivable error, given the non-obvious command required.)
I just ran the correct command in jconsole, and now the Tools > Package Manager link in jqt is working again. If the others who reported the same trouble, on different platforms, made the same error as I, this indicates the command name was not well-chosen!
