OK. The rationale for this is that File|New temp is assumed to be a script outside of the current project, and so a suitable candidate for recent files.
Otherwise a simple File|New will create a script in the current project directory, which is assumed to be a normal project script. Project scripts do not get added to the recent files list, since just opening the project will give you access to those scripts.
