I believe Android 6 began the practice of asking for access when needed
instead of at install, but I get the same results on Android 6.0.1 and
5.1.  I don't know how to confirm that an app can access the internet, so
I've made a couple guesses.

I assume Tools > Package Manager uses internet access to fetch
packages.  I had to do an uninstall before reinstalling the non-beta
because the beta gives me a problem I haven't reported.

I also installed the Help > Demos... where webview grabs the Yahoo page and
an image of J.
