With the latest Mac OS X beta 12 (2016-10-01) under OS X 10.11.6, I am having 
exactly the same problem running the jconsole as with the preceding beta 
release.

            JVERSION
       Engine: j805/j64/darwin
       Beta-12: commercial/2016-09-30T16:11:35
       Library: 8.05.05
       Platform: Darwin 64
       Installer: J805 install
       InstallPath: /applications/j64-805

If I try to open either jcon.app or bin/jconsole from Finder, I get a pop-up 
error window saying it is “damaged and can’t be opened.”

On the other hand:

   (1) Both jqt.app and jhs.app open OK from Finder (once I take the usual 
steps the first time to let the OS know it’s OK to open these executables from 
an “unidentified developer”.

   (2) I can run /bin/jconsole from the command line in Terminal…

              [me:/Applications/j64-805/bin]$ ./jconsole 

  (3) I _cannot_ open jcon.app from the command line…

               [me:/Applications/j64-805]$ open -a jcon.app

        (brings up the same “damaged and can’t be opened” pop-up error window)

       … unless I do so with sudo:

                [me:/Applications/j64-805]$ sudo open -a jcon.app

       which works just fine.

Something seems to be messed up still.

Finally, I copied over bin/jconsole with a version from a MUCH earlier j805 
beta, and then I can open it as well as jcon.app both from the command line and 
in Finder, and without having to do sudo.
