Bill, what is tsdll.dll , in .../download/jengine/windows/64 ?
Anyway, the timestamps seem ok here, after downloading j.console and j.dll:

I saw that the J system was updated on Nov. 7 so I tried it even though
there was no announcement of its availability. But it could still be an
older version as the time stamps on JVERSION are old?
