This was introduced in j805 for displaying boxed unicode, it affects all unicode not limited to chinese characters. What it had done was converting all utf8 to wide characters unicode even there are illegal utf8 sequence. I think your complaint was some illegal characters became legal characters. While I agree to your complaint is reasonable but there is no easy fix.
