Hi Bill!
I installed the J beta and tried to run jconsole. I then got this error.
I replaced the j.dll with the j.dll from Jx. I could then continue the
installation from jconsole.
I followed these instructions:

tried using it again after this installation but got the same problem.
Installing Microsoft Visual C++ 2017 Redistributable did not help.
