Your last report indicates the problem probably isn't with starting the
browser, but is a problem in starting a terminal to run jconsole.

In a command shell, what is the result of:
...$ which x-terminal-emulator

This should report the command to start a terminal for jconsole/JHS.

Usually this will be something like: /usr/bin/x-terminal-emulator which
then does some magic to run your desired emulator.

In the same shell you can try to start another terminal by running the
result of the which command. This should start a new terminal windows. Does
it?
