Ah, no... jqt is brought in in a later step in the installation instructions.
I was mislead because (a) I was working from the command line, and (b) the sierra-fix.command throws error messages about jqt being missing during the early install, and (c) I was being more experimental and not so much completing the described steps in the order given.
