If rebooting doesn't fix that issue (rebooting should fix it, but it might not), what I would do is:
(1) Download the microsoft sysinternals process explorer. (2) start it up and File > Show Details for All Processes (3) use its Find > Find Handle or DLL... (4) use the resulting dialog to search for j.dll.old (and wait for that search to complete). (5) Shut down the offending processes, or wait for them to complete (for example, if you've got anti-malware software scanning things).
