That (libomp.dll, which is now required by j.dll is not included in the zip file) is indeed the problem.
(I installed j 903 beta n on a windows machine, verified that I encountered the same problem starting jconsole, then opened j.dll in depends.exe (dependency walker), and depends.exe verified that libomp was required and missing.)
