behaving badly when passed the WILLOPEN flag from >@ .

I have built a minimal subset of JOD that recreates the vanishing j903
beta-u bug.
The required zip is on github at:

The zip contains a README.txt that explains how to set up a test directory
and recreate the error.
This failure occurs on Windows 10/8.1 systems.
