I have created an example at
https://github.com/bobtherriault/debug_jig/blob/master/tooltiptest.jig
It runs properly in j902 and had been working properly in j903 up until the
upgrade of the Jqt binaries to 1.9.4
The differences are apparent when you hover over the rectangle when the tooltip
appears and by clicking I see the html included in the message box.
