These are bugs.  I think the author meant to define anchors
but forgot (or did not know that it behaved differently on
FireFox) to include a closing </a>.  The syntax should be:

<a name="anchorname"></a>

Please report other such instances (of entire paragraphs
underlined in red on hover) to this forum.

J help files use a jdoc.css with the following contents:

body {background-color: #ffffff; color: #000000}
a:link    {color: #0066cc; text-decoration: none}
a:visited {color: #0066cc; text-decoration: none}
a:hover   {color: #ff0000; text-decoration: underline}
h1 {font-size: medium}

J also uses <a name=> wrapped around entire paragraphs,
with no distinct class or style to prevent the above
settings from taking effect.

In Firefox, this means that when the mouse is over one of
those paragraphs, the paragraph is underlined in red.

This looks odd -- perhaps it could be remedied?
