Well, you are correct. 3!:1/3!:2 is used for transferring data between systems. But tcp/ip is a byte stream protocol, it does not mark start or stop of transmission, thus if I want to send data to the other side, I have to give length of data block that will follow, length will always be expressed in NBO (big-endiam), eg.
