Hello bill. You shouldn't need to checkout.
Can you go to your working copy, right click and select Properties from the context menu. On the property window, click on the Subversion Tab and note the revision/author and last commit dates. Now do a TortoiseSVN->SVN Update ... it should give you the current revision number and then please check if it's updating. Btw, are you sure that you have the correct URL ... shouldn't the correct URL be http://www.jsoftware.com/svn/libsrc/trunk Because you're current URL will download EVERYTHING.
