Each tools folder has a license.txt. I think this is appropriate and
adequate. The html copyrights are for things which are more embedded such as
readline. The pcre copyright notice is now duplicated in html and the
tools\regex folder but pcre help is integrated into the help system and so I
decided to not remove the html license.
Do you think we need to do more than the txt files in tools?
