Webchat is open source, downloadable from "http://www.qwebirc.org/". The irc server and the services package freenode uses are mostly open source, but there are a few parts that are not available to public (related to fighting abuse of the network). Buubot itself (including the J plugin) is open source, and the standalone jevalbot is too (the sources for both are linked from the J wiki), except obviously that they require a J engine.
