Why is this an issue?

In other words, why should row height for
differing indices on rank 3 be treated any
different than row height for differing indices
on rank 2?

Anyways, if it is an issue, then perhaps
we should introduce enough cell padding that
box borders occupy approximately the same
space that a character would occupy.
