So would there be any objection if the left argument options for jpkg were to 
change to the following:?

== install ==
* If package not installed locally, installs latest version from JAL
  (download package, unzip package, creating folder(s) as necessary)
* If package already installed locally, does an upgrade
  [install no longer installs over top of existing version regardless of 
version number]

== upgrade ==
 * If package not installed locally, no change
 * If package already installed locally and the latest version from JAL is 
newer than the existing local version, upgrades local version to latest from 
JAL. 
 (download package, unzip package, creating folder(s) and overwriting existing 
files as necessary, redundant files not deleted)
 [no change to existing functionality]

== remove ==
 * If package installed locally, the package is removed 
 (folder containing package and contents deleted).
 * If package not installed locally, no change
 [no change to existing functionality]

== reinstall ==
 * basically a short-cut for doing a remove, then an install for a package.
 [new option]
