You are caught by a beta gotcha that has been discussed briefly in earlier
beta messages.

profilex.ijs is not currently supported by the beta. It probably will be,
but there is some discussion about how best to deal with these issues.

With the current beta you could edit j701 profile.ijs to have the effect you
were trying to get from profilex. That is, add your two lines to the
appropriate place in profile.ijs.

user=. 'D:\Language\Juser'
config=. user,'\config701'
