That does seem to be a limitation at the Google end. My reason for saying this is that I tried the following in Mathematica and got a message that the connection to the URL could not be opened:
Import["http://chart.apis.google.com/chart?chs=800x400&chd=t:60,40&\ cht=p3&chl=Hello|World"] However, the same thing with smaller sizes, e.g., 600x200, was OK.
