Whatever you can accomplish would be appreciated greatly! One issue I foresee that I should state with regard to passing a boxed array is that boxed arrays of strings tend to have trailing blanks in the cells when the contents of the actual text differs within a column. The original xlutil and clipfmt approach tended to keep these trailing blanks. I had to alter the design so that my data was in a level 2 boxed array with each cell trimmed of trailing blanks, and then my version of clipfmt maintained that as it built the tab delimited string. This would be important I think for implementing the variant/safearray you mentioned. This is important in cases like mine where the data come from SQL queries and the data types are varchar, so anything that adds or keeps trailing blanks would not be true to the original data.
