Theoretically each subfolder or file under ~addons may have its own
permission setting, how I guess it will be sufficient in most cases to
check the folder ~addons/config and the files inside it.  Another case is
base library which is under ~system folder.

Anyway if ~addons is inside 'program files' of vista/win7, I guess it will 
invite troubles.
