That script doesn't install the gtksourceview binaries. The latest version of 
the base library (available on JAL) includes an expanded version of Bill's 
script. 
So on Windows, in a fresh install, you should be able to install all the gtk 
binaries and the JAL scripts as follows:

install 'gtkide'
