I discovered that workaround but it is not really the answer. I don't
understand why it may never be fixed. I was under the impression that
unicode was a universal standard? (I am not an expert on such matters).

The issue is that Perl's directory reading routines on Windows return single
bytes, and wide bytes. The difference between FindFirstFileW() and
FindFirstFileA()

My email to the perl5porters list elicited a response along the lines of
"yes, that's broken. patches welcome."
