The Changelog6.html file in the distribution gives you this and is pretty much kept up to date by developpers as they commit changes/fixes.
You can get it from the distribution (download the beta and look for files) or from svn.slimdevices.com (browse CVS), trunk/server/... or BRANCHES/6_3_x/server/... (for 6.5 and 6.3 respectively). I agree having the changelogs available on the page listing the beta downloads would be more convenient.
