I can confirm this on Windows Server 2003 x64, ActiveState Perl 5.8.7.
Looks like I solved it by reverting the changes made in revision 7953
(i.e. it works just as long as I don't apply those changes). Should I
file a bug for this?

If it IS because of 7953, which was entered to fix bug 3530, you should reopen that bug and add yoru comments.
